Professional development programmes

HKCDEL was established under the auspices of the Hong Kong Institute of Educational Research (HKIER) in late 1998 as a major vehicle for advancing the practice, understanding, and development of leadership at all levels of education. Through working closely with practicing educational leaders, the Centre aims to provide quality research, development, and training activities for educational leaders in Hong Kong, the Asia-Pacific Region, and the wider international community. 

Needs Analysis for Aspiring Principals
(2023/25)

According to Education Bureau, from 2004-2005, all newly appointed principals would need to complete Certification for Principalship (CFP) with personal leadership needs analysis as a key component. The overall aim of the Needs Analysis is to provide aspiring principals with an initial gauge of their strengths and developmental needs so that they can assess their own suitability for the principal role and design a meaningful professional learning plan geared toward achieving leadership potential. 

The objectives of the needs analysis are to: 

  • identify the leadership potential of participants interested in becoming principals

  • help participants to develop their leadership potential 

  • continue more generally to the leadership preparedness of participants seeking the principalship

Professional Vision and Growth of School Leaders
(2023/24)

It is provided as one of the designated programmes in the Core Part of the enhanced training requirements for promotion to the posts of Senior Graduate Master/Mistress, Education Officer and Primary Master/Mistress.

 

As teachers enter the school management apex, they have to socialize with their new roles in schools as senior school administrators. Not only do they have to understand the knowledge in their specialized fields well, but they also have to acquire the management skills to assume an effective bridging role between the school principal and teachers and to steer the development of their teaching teams and schools.

 

The Programme serves the following purposes:

  • To widen participants’ perspectives on national and international education trends so as to stimulate strategic thinking and reflection on the opportunities and challenges facing education; and

  • To deepen participants’ understanding of national and international development so as to enhance their capability in facilitating student development

Recent Programmes

Professional Development Course for Secondary School Graduate Teachers
(2019/20, 2020/21, 2021/22)

This programme is recognized as a refresher training course for competent secondary school graduate teachers, with the primary aim of equipping them with the requisite knowledge and skills for their future roles as school middle managers. To be capable of being a middle manager in schools, both curricular and administrative knowledge is required and thus our course is designed to cover all those components. It is a tailor-made course designed for Graduate Masters/Mistresses (GM) in Aided secondary schools or Assistant Education Officers (AEO) in Government schools who would like to move forward as Senior Graduate Masters/Mistresses (SGM) or Education Officers (EO).

Capitalizing on the years of experience in designing and running the progamme purposely designed for secondary senior school administrators, we have developed and delivered the programme for the 2019/20, 2020/21, and 2021/2022 school years.

Educational Administration and Management Course for Senior School Administrators in Secondary School
(2020/21)

Hong Kong schools are being increasingly pressured to improve the quality of education for their students. Recent implementations of small-class teaching, parent-education issues, whole school approach to integrated education; special educational needs, the introduction of civic and value curriculum, other learning experiences initiatives, and the like, continue to impose new challenges on schools.

Strong evidence, reported in Hong Kong and in other school systems, has shown that effective management of schools is rested with a team of competent and committed middle managers instead of solely with the principal. In the era of school-based management, it is increasingly contingent on schools themselves to drive their own improvement programmes in line with global trends on the one hand and in response to the local needs on the other. The development of middle managers is of vital importance to school improvement.

This programme is thus designed to help participants, who are prepared to assume the position of Principal Graduate Masters/Mistresses (PGM) in Aided secondary schools or Senior Education Officer (SEO) in Government schools, to develop the knowledge, skills, and values that are sought in them in the new position to improve school effectiveness and student learning. It also aims to inform innovative and energetic school leaders of the latest theoretical foundations on school leadership, and to inspire them with the applications in Hong Kong schools shared by experienced principals and deputy principals. More importantly, the programme can provide them with a platform to exchange views and develop a professional learning community.
